"KApulisan, SIMBAhan at pamaYANAN"

On January 26, 2023, at about 1300H, P/CDT PASCUAL, P/CDT SOSITO, and P/CDT ILUSTRISIMO attended the KASIMBAYANAN NATIONAL SUMMIT held at CCF Center, Ortigas, Pasig, as part of their activity under the Station Community Affairs Development Unit (SCADU), led by PCPT RESEL GUEVARRA, OIC-SCADU, with the guidance and leadership of PCOL CELERINO SACRO JR, Chief of Police, Pasig CPS.


The KASIMBAYANAN NATIONAL SUMMIT was attended by distinguished guests such as PCEC Bishops, other religious advocates, and PNP officers led by our PNP Chief, PGEN RODOLFO AZURIN JR. The KASIMBAYANAN stands for KApulisan, SIMBAhan, at pamaYANAN, wherein the PNP Chief recognizes religion's altruistic influence in enriching the police organization's finest culture and traditions of law enforcement by instilling the purest moral principles in the hearts and minds of PNP members. Religious advocates and PNP personnel are the only people who can reach the furthest and most secluded places of the community, PGEN Azurin added.


The religious preachers would act as force multipliers in maintaining peace and order. They would be the instrument of unity that binds the gallant men and women of the Philippine National Police and all sectors of the community together in pursuit of our shared goal of progress.


The "KaSimbaYanan" is a phrase used in the Philippines that refers to the partnership between the police (Kapulisan), the Church (Simbahan), and the Community (Pamayanan). KaSimbaYanan emphasizes the importance of collaboration and cooperation between these three essential institutions to promote peace and security in the community.


The idea behind KaSimbaYanan is that the police, the Church, and the community can work together to address social and criminal issues, such as poverty, crime, and drug abuse. By combining their resources and expertise, they can more effectively address these issues and create a safer and more stable community.

The Kapulisan, Simbahan at Pamayanan program[1] promotes community engagement, which is essential for us, PNPA cadets to be effective police officers. Community engagement helps PNPA cadets learn more about the community they serve, understand their needs, and build relationships that are essential for effective policing.

We would also develop cultural awareness because PNPA cadets come from different cultural backgrounds and may serve in communities with different cultural norms and practices. The Kapulisan, Simbahan at Pamayanan program exposes PNPA cadets to the local culture and customs, allowing them to develop a better understanding of the community they serve. The church plays a critical role in promoting ethical and moral values in the community. We would also benefit from this exposure to moral and ethical teachings, which can help guide their behavior as Police Commissioned Officers.

The KASIMBAYANAN Program is essential for PNPA cadets as it helps develop their community engagement skills, fosters cooperation, develops cultural awareness, promotes ethical and moral values, and encourages volunteerism and community service. These values and skills are essential for effective policing and building strong relationships with the community.
